Carlos García de Alba is originally from Guadalajara, Jalisco, born on June 14, 1958. Graduated in Economics from the University Metropolitan Autonomous, Xochimilco Unit. He earned a Master's in Political Science and a PhD in Sociology from the University from Rome, Italy.

Carlos García de Alba is a career diplomat in the Ministry of Foreign Affairs since 1987, reaching the rank of Ambassador in April 2006. He was the last Mexican diplomat in appear in the Xicoténcatl Palace, which was the historical seat of the Senate of the Republic, in April 2011, when he was ratified as Mexico's Ambassador to Ireland.

From July to October 2019 he was Consul of Mexico in San Bernardino, California.

From June 2016 to June 2019 he was Consul General of Mexico in Los Angeles, California.

From June 2011 to May 2016, he was the Ambassador of Mexico in Ireland.

He was Executive Director of the Institute for Mexicans Abroad (2009-2011). The Institute is in charge of coordinating the multiple programs that the Government of Mexico has for the Mexican citizens residing abroad.

He served as Chargé d'Affaires a.i. of Mexico before the Organization for the Cooperation and Economic Development (OECD), based in Paris, France (2006-2007). He was Consul General of Mexico in Dallas, Texas (2004-2006), and served as Commercial Attaché of the Embassy of Mexico in Italy (1989-1993).

In the Ministry of Foreign Affairs he was General Director of Delegations (1998-2000), Regional Director of the Central-Western Zone based in Guadalajara (1995-1998), Director of Multilateral Affairs of the General Directorate for the Pacific Basin (1993-1995), Chief of the Department of the Nordic Countries of the General Directorate for Western Europe (1988- 1989), Analyst of the General Directorate of Protection and Consular Services (1988), and Adviser of the Permanent Representative of Mexico to the FAO, in Rome, Italy (1983-1986).

In other Secretariats of the Federal Government, he served as General Director of Relations International Department of Public Education (2007-2009), Senior Officer of the Ministry of the Environment and Natural Resources (2000-2003), and was Head of the Department of Labor Policies of the Secretariat of Agriculture and Hydraulic Resources (1979-1980).

During his governmental and academic career, he has given more than 300 conferences, courses and workshops on various topics in various countries. He was a member of the Editorial Board of the national section of the Reforma newspaper, from Mexico City (2009).

He was decorated by the Government of the Republic of Argentina as a Grand Official of the "Order del General San Martín", in October 1999, an honor given in recognition of the outstanding work carried out by a foreign civilian or military in Argentina.

He was recognized with the "Dublin Mayor's Award 2013-Digital Champion", in recognition of his work connecting people and countries, as well as promoting opportunities for businesses that digital technology offers, being the first diplomat to receive this Award since its creation in 1989.

He was awarded the "Distinguished Graduate Honorary Recognition" by the University Autonomous Metropolitan Region, in February 2015, which is awarded for merits in the field professional, academic, cultural, humanistic, or for his contribution to the development of the university or country. Since 2018 he is a founding member of the "Fundación Universidad Autonomous Metropolitan”.

Since 2010 he has been an Ad Honorem academic advisor to the Presidency of the Fair Book International of Guadalajara, in charge of organizing the Annual International Forum on Migration and Development.

Since July 2019 he is "Distinguished Guest Professor" of the Rector General of "Occidental College” of Los Angeles, California (Alma Mater of the former President of the United States of America Barack Obama).

he was a Member of the Board of Directors of the Consular Association of Los Angeles and Co-President of the Advisory Group of the prestigious Think Thank Pacific Council of Los Angeles.

He is the United States Delegate of the Jalisco Philharmonic Orchestra and a member of his Patronage. In April 2019, he was a panelist at the prestigious XXIII Global Conference of the “Milken Institute” of Los Angeles.

In June 2019, he was appointed Ambassador of Mexico to the Republic of Italy, with concurrence in the countries of Albania, Malta and San Marino.

In June 2020, he was elected Vice President of the International Italo-Latino Organization American IILA, based in Rome.

Carlos García de Alba speaks English, Italian, French and Spanish. He has an Irish partner and a son. His hobbies are reading, traveling, soccer, ping pong, movies and writing short stories.
